Know Your Customer Scheme
Issue introduced by Incumbent Steve Chabot on the League of Women Voters candidate information web sitein the year 2000 election cycle.
"Congressman Steve Chabot today called the demise of the "Orwellian" Know Your Customer scheme "a victory for the personal privacy rights of every American." The proposed Know Your Customer rule was jointly withdrawn today by the coalition of banking regulators which introduced the plan last December: the Board of Governors of the Federal Reserve System; the Federal Deposit Insurance Corporation; the Office of the Comptroller of the Currency; and the Office of Thrift Supervision.
If implemented, the Know Your Customer scheme would have required banks to identify every customer to the federal government and mandated the tracking of ordinary consumer banking transactions. Under the proposed regulations, financial institutions would have been required to develop profiles of all customers to determine their transaction patterns."Steve Chabot

The questions which come to my mind after reading this "issue" is the purpose of introducing the topic and whether there was actual legislation introduced into the U.S. House on the subject.
If legislation was introduced what was the intent of the "coalition of banking regulators"? Why did other Congressional representatives sponsor the bill?
The House Subcommittee on Commercial and Administrative Law did not dismiss the proposal out of hand. Why?
I imagine the intent of the legislation was to track patterns of large cash deposits, transfers to Swiss bank accounts, and other indications of "money laundering" or criminal activity. I personally am not at all criminal and have nothing to hide. If I can help eradicate organized crime by losing a little privacy, I am glad to help. Why not arrest white collar criminals and terrorists too?
After the tragedy of September 11, 2001, we need to keep track of suspicious transactions that could help terrorists attack the United States again.
After the Enron scandal, we need to keep track of corporate executives, to keep track of suspicious transactions.
In a similar vein, you can wiretap my telephone 24 hours per day. Wiretap information should be admissible as evidence in criminal court.
Find terrorists and Criminals: I have nothing to hide. We should support law enforcement to gather evidence to convict criminals and terrorists. We should identify terrorist funds in order to freeze accounts that are likely to be used to finance terrorist activities. We should also gather evidence against organized crime. I support law and order.
Vote for "RICH" in November. You win a safer life, and a possible decreased influence of organized crime and terrorism in your life.
